According to the MIT paper titled "Representation in Municipal Government" Mesa was found to be the most conservative city in the U.S.

The study took into account cities with a population over 250,000 and based the findings on local government policies and positions. Also taked into account are the political partis of elected officials ie mayor, council members, ballot initiatives and term limits.
